Pennsylvania Executor Kit: First 30 Days, Register of Wills Steps, Inheritance Tax and Logs
In Pennsylvania you start at the county Register of Wills, then the inheritance tax clock runs: 5% off if paid within 3 months, delinquent after 9. This kit keeps both on schedule.

Who it is for
Executors named in a Pennsylvania will, and next of kin applying to the Register of Wills to be administrator when there's no will.
Not the right fit if
The person didn't live in Pennsylvania, or a will contest or dispute among heirs means you need an estate attorney.
Why it is different
- Inheritance tax rates from the Department of Revenue; steps from the Philadelphia, Delaware, Allegheny and Monroe County Registers of Wills.
- Flags the Department of Human Services notice when the person was 55 or older and received long-term care Medical Assistance.
- Mentions the Orphans' Court petition for estates under $50,000, with the clerk as the next stop.
What is inside
- First 30 days. Death certificates, Social Security, securing the home and finding the original will before your appointment at the Register of Wills.
- Register of Wills steps. What to bring, the probate fee, letters and short certificates, advertising, Rule 10.5 notice, the Medical Assistance notice, the 9-month inventory and the Rule 10.6 status report.
- Inheritance tax. Rates of 0%, 4.5%, 12% and 15% by relationship, exemptions, the 3-month discount and the 9-month delinquency date, with a worksheet.
- Notices and claims log. Advertising once a week for 3 consecutive weeks, notice to heirs within 3 months, the Certification of Notice, and a claims log.
- Asset and debt inventory. Everything owned and owed, sorted the way the inheritance tax return and the inventory need it.
- Distribution log. Each heir's share after the inheritance tax is settled, with a receipt and release.
- Inventory and distribution workbook (Excel). The discount date, the 9-month tax and inventory dates and the 2-year status report, all from the date of death.

Questions
Common questions
What do I get and how is it delivered?
The PA Executor Kit comes as a zip with six documents, each as an editable Word file and a printable PDF: First 30 Days, Register of Wills Steps, PA Inheritance Tax, Notices and Claims Log, Asset and Debt Inventory, and Distribution Log, plus an Excel workbook (PA Estate Inventory and Distribution Workbook). The download link arrives by email after payment.
Will it open on a Mac, Google Sheets or my phone?
The PDFs open in any PDF reader, and the Word files edit in Word, Google Docs or LibreOffice. The workbook is built for Excel and tested in LibreOffice; it should open in Google Sheets, but not every feature is tested there. If a file will not open or something looks wrong, reply to your order email and we will make it right.
Is this legal or tax advice?
An organizer, not legal, tax or financial advice. Probate rules are complex; talk to the court clerk or an attorney.
What is Pennsylvania's inheritance tax rate?
It depends on who inherits: 0% for a surviving spouse, 4.5% for direct descendants and lineal heirs, 12% for siblings and 15% for most other heirs. Paying within 3 months of death earns a 5% discount; the tax is delinquent after 9 months.
