Utah Notary Starter Kit: $95 Online Exam, Background Check, $5,000 Bond, Purple Seal and the 2026 Journal Rule
Since May 6, 2026, every new or renewing Utah notary must keep a journal for 10 years and accept only unexpired IDs. This kit pairs that S.B. 139 change with the online exam, the background check and the purple-ink seal.

Who it is for
Utah residents and people employed in Utah for 30 days preparing for the online exam, notaries recommissioning after May 6, 2026, and Utah notaries applying for remote certification.
Not the right fit if
You aren't applying in Utah: get your own state's kit. It doesn't replace the required exam.
Why it is different
- Covers the S.B. 139 journal and unexpired-ID rules in force from May 6, 2026.
- Explains Utah's no-renewal rule: you retest for each commission.
- Notes that the new application system's launch was postponed in June 2026.
What is inside
- Online exam, background check and bond upload. Qualifications, the $95 exam and $40 retest window, the $5,000 bond, the oath and the Certificate of Authority.
- $10 caps, unexpired ID and purple seal. 46-1-12 fees, satisfactory evidence after S.B. 139, the journal entries and the seal layout.
- Remote certification and the 46-1-11 notice. The $50 application, $10,000 total bond, approved vendors, Utah location and the advertising statement.
- Exam-to-certificate checklist. Account, exam, background check, bond, oath, uploads, seal and journal.
- Utah commission costs. The $95, $40 and $50 fees filled in, with blanks for bonds, seal and journal.
- S.B. 139 journal pages. Columns for acts, refusals and ID details, including expiry and credible persons.
