Gift transfers
A parent giving a car to a child, or a friend handing over an older vehicle, typically signs the title and may sign a gift statement or affidavit saying no money was paid. The agency may use this to decide whether sales tax applies, so use only the wording the agency or your tax professional supports.
The donor signs in front of the notary if the form carries a jurat or acknowledgment. The notary checks ID and name matching, nothing more.
Inherited vehicles
After an owner dies, the car usually belongs to the estate until it is assigned. The person who handles the estate may need to show court-issued authority, a death certificate and the title. Some agencies accept an affidavit from heirs for smaller estates.
The notary's work is to verify the identity of the person signing. They do not decide who inherits. If heirs disagree, an attorney should lead.

Signing in the wrong spot, writing a price when the transfer is a gift, and using different name forms on different documents are common slips. Another is the notary stamping a title section that was not designed for a stamp. Ask the agency in advance whether a notary stamp is wanted at all.
If any signer cannot attend, check whether a power of attorney is accepted. Some vehicle agencies have their own form.

Start with the agency's page for your situation, print the forms, fill them in neatly, and then schedule the notary. Bring everything in a single folder. Once the notary has finished, you can go straight to the agency instead of returning home for missing pages.

Insurance often comes first. Many agencies will not register a vehicle until the new owner has coverage. Call the insurer before the transfer to find out what it needs.
If the parent is out of town, a power of attorney naming the student as agent might let the student sign. That depends on the agency, and some require their own form.
