Quick answer. Most states don't ask for a notary when you sign a car title over. On the official pages we checked, 9 do: Arizona, Kentucky, Louisiana, Montana, North Carolina, Ohio, Oklahoma, Pennsylvania and Wyoming. Alabama, Colorado, Hawaii, Kansas, Missouri and Utah say on official pages that it isn't needed or is optional. Everywhere, the seller fills in the buyer's name, the date and the mileage, and the buyer has a set number of days to title the car.
Know your state already? The selling a car checklist takes the state and whether you're buying or selling and lists every step, with the notary rule, the forms and the deadline.

Select a column heading to sort. "Required" means the state's page says the signature is notarized; "Not in the steps" means the agency's private-sale steps leave a notary out without saying so; "Not confirmed" means no page we opened addressed it.

What a notary does in a title transfer
Where a state requires it, the notary checks the seller's photo ID, watches the seller sign the assignment on the back of the title, and adds a seal and signature. The notary doesn't check the price, the lien or the car. Don't sign ahead of time: a signature made before you reach the notary can't be notarized, and a title with crossed-out or corrected entries is often rejected and has to be replaced.
In New Jersey, the MVC's own steps don't include a notary for an in-state sale; when an out-of-state title or an affidavit does need one, our vehicle title notary handles it. In other states, a local notary, bank or tag office is the practical choice.
Gifts, estates, boats and lost titles
These follow different paperwork from a sale. See gifting or inheriting a car, boat, trailer and motorcycle titles and the lost title affidavit.
General information, not legal advice; we are not lawyers. Checked November 2026 against each state's motor vehicle agency or statute site, linked in the table. Forms, fees and deadlines change, a county office can add its own steps, and gifts, estates, liens and out-of-state titles follow other rules; the agency or an attorney can tell you how a rule applies to your sale. MCC Solutions is not affiliated with any motor vehicle agency.
Common questions
Which states require a notary to sign over a car title?
On the official pages we opened: Arizona, Kentucky, Louisiana, Montana, North Carolina, Ohio, Oklahoma, Pennsylvania and Wyoming. In each, the seller signs the title in front of a notary (Pennsylvania also accepts verification by an authorized PennDOT agent, and North Carolina's rule is for North Carolina titles).
Which states say a notary isn't needed?
Alabama, Colorado, Hawaii, Kansas, Missouri and Utah say so on official pages (Hawaii's and Colorado's come from county motor vehicle offices; Honolulu calls notarizing optional, and Colorado's applies to current Colorado titles). California's private-sale steps simply leave a notary out, which the table shows as 'not in the steps'.
Does the buyer's signature need a notary too?
Rarely. Ohio, Pennsylvania and Washington ask for it in at least some cases: Pennsylvania has both sides sign in front of the agent, Ohio's electronic-title form is notarized, and Washington's buyer signs in front of a licensing agent or a notary.
How long does a buyer have to title the car?
It ranges from 2 business days in Wisconsin to 60 days in Kansas on the pages we read; 30 days is the most common. Late fees start after that in many states.
Do license plates go with the car?
Usually not. In 30 of the states with a confirmed rule, the plates stay with the seller, who moves them to another car or turns them in. Minnesota assigns the plate to the new owner.
Why do so many cells say 'Not confirmed'?
We fill in a rule only after reading it on the state's own motor vehicle agency or statute site, and many agency pages don't spell everything out. 35 jurisdictions have no confirmed rule for the seller's notary on the pages we could open, so the cell is blank rather than guessed. A notarized bill of sale is required in some situations in Hawaii, Louisiana and West Virginia.
